Lori Lein, ALM General Counsel        Lori joined the League's legal department in 2001, bringing with her a solid background in local government issues after practicing law in Montgomery, Alabama, where her primary clients were county officials. In addition, she gained in-depth experience working with the state legislature while serving as a legislative analyst for the Alabama Legislative Reference Service for two years. Lori presently serves as the League's Deputy General Counsel and is responsible for advising municipal officials and employees from over 400 member cities and towns. She also works closely with the League's state and federal legislative agenda and is a frequent speaker on issues relating to municipal law in Alabama.

        Originally from Las Cruces, New Mexico, Lori received a bachelor of science degree from Auburn University's College of Engineering in Textile Management and Technology in 1992 and then returned to New Mexico and earned her law degree from the University of New Mexico School of Law in 1996. She is licensed to practice law in Alabama, New Mexico and Colorado. Additionally, she is a member of the International Municipal Lawyers Association (IMLA), the Alabama Association of Municipal Attorneys (AAMA) and the American Bar Association.

        Lori and her husband, Greg, Assistant Director of the State Lands Division of the Alabama Department of Conservation and Natural Resources, are the proud parents of Brennan Lein. They reside in Montgomery but spend as much time as possible hiking, camping, canoeing and enjoying the outdoors.

Tracy L. Roberts Deputy General Counsel

Tracy Roberts, ALM Deputy General Counsel        Tracy L. Roberts presently serves as Deputy General Counsel for the Alabama League of Municipalities where he advises municipal officials and employees from over 440 Alabama cities and towns on all aspects of municipal law. He has spoken at many training seminars for municipal officials and has helped write the handbook and guides used by all elected municipal officials in Alabama. Tracy also serves as an Advisory Member of the Alabama Criminal Justice Information Center (ACJIC) Commission and as Secretary/Treasurer of the Alabama Municipal Judges Association. In 2009 he was appointed by Governor Riley to the Advisory Committee for the Alabama Geographic Information Executive Council.

        Born in Birmingham and raised in Hueytown, Alabama, Tracy was educated in the Jefferson County public school system graduating from Hueytown High School in 1982. He received a B.S. degree in Social and Behavioral sciences from the University of Alabama /Birmingham and earned his Juris Doctorate degree from the Birmingham School of Law. Tracy served in the United States Marine Corps (4th Division) and then served as a law enforcement officer for ten years before beginning his legal career by establishing a private practice in Bessemer in 1995. He served as Deputy District Attorney for Montgomery County, the Fifteenth Judicial Circuit, from 2001 to 2005 and as Assistant District Attorney for the Fourth Judicial Circuit of Alabama, which includes Bibb, Dallas, Hale, Perry and Wilcox counties, until April 2006. He began his service with the League of Municipalities on May 1, 2006. He is a member of the Alabama State Bar, the International Municipal Lawyers Association (IMLA), the Alabama Association of Municipal Attorneys (AAMA), the American Bar Association and the Montgomery County Bar Association.

        Tracy has three teenage children. His son Cody attends Auburn University and his daughters, Delaney and Mary Theda, attend McAdory High School.

Rob JohnstonAssistant General Counsel

Rob        Rob joined the League staff in 2012 as Assistant General Counsel and is responsible for advising municipal officials and employees from over 440 member cities and towns, writing legal articles, addressing municipal officials, employees and attorneys on municipal matters and assisting with the League’s lobbying efforts. Rob came to the League with a strong background in election law after serving as the Elections Attorney with the Alabama Secretary of State’s Office for nearly five years where he provided legal information to public officials regarding election law and procedures as well as written and verbal communication to the general public and media. In addition, he assisted in writing and editing elections material published by the Secretary of State’s office and in conducting workshops and seminars throughout the state. Rob also spent several years in private practice, specializing in civil litigation and appeals, and served as a law clerk with the Alabama Court of Criminal Appeals, Fifteenth Judicial Circuit, Montgomery.

      Born in Georgetown, South Carolina, Rob grew up in Prattville, Alabama. He received his B.A. degree from the University of Alabama in 1996 and his J.D. degree from Thomas Goode Jones School of Law in 2001. He is a member of the Alabama State Bar, the Alabama State Bar Leadership Forum and the Alabama State Bar Elections, Ethics and Government Relations Law Section.

      Outside the office Rob is involved in church activities and is a member of a local civic club. He enjoys running and reading and is an adjunct instructor at South University in Montgomery where he teaches legal studies. Rob and his wife, Sarah, an attorney, have three young children, Joseph, Caleb and Sophia.

Sharon Carr Legal Services Administrator

Sharon Carr, ALM Legal Services Administrator        Sharon joined the League's staff in 2002 and currently serves as the Legal Services Administrator where she is responsible for assisting the legal staff, maintaining the AAMA/AMJA membership and dues database, coordinating legal conferences and workshops and maintaining the League's online member forums. Sharon grew up in Montgomery and lives in Wetumpka. She has two grown children, Andy and Emily, and one grandchild, Liam. While she loves to read, she spends most of her free time with her grandson.
