Duties of the Mayor and Council

Description: One of the most misunderstood aspects of municipal government is the separation of powers between the mayor and the council. Like government on the state and federal levels, municipal government is divided into three separate but equal branches: executive, legislative and judicial. Each of these branches has distinct duties and powers and restrictions on how far it can intrude into the affairs of the other branches. This session provides a detailed overview of the duties of the mayor and council. This webinar and successful completion of the test qualifies as an required core curriculum course in the Certified Municipal Official Program (CMO). Any municipal employee may register, but only elected official will be awarded credit hours in the CMO Program.

One (1) credit hour in the Basic, Advanced or Emeritus program. This also meets one (1) required core curriculum credit in the Basic Program. Credit hours are not awarded for duplicate core curriculum training.


 Zoning in Alabama

Description: One of the most frequently questioned areas of municipal operation involves zoning. This session reviews the laws and procedures you must know when zoning, planning or rezoning your municipality. This webinar and successful completion of the test qualifies as an elective core curriculum course in the Certified Municipal Official Program (CMO).

The Open Meetings Act

Description: United States Supreme Court Justice Louis D. Brandeis once stated that, “Sunlight is said to be the best of disinfectants.” In that spirit, Alabama law requires municipal officials to comply with the Alabama Open Meetings Act (OMA) when meeting so that members of the public can observe their elected and appointed officials as they conduct public business. This session provides a detailed overview of the OMA to help you comply with this complex law. This webinar and successful completion of the test (70%) qualifies as an elective core curriculum course in the Certified Municipal Official Program (CMO).

One (1) credit hour in the Basic, Advanced or Emeritus program.  This also meets one (1) elective core curriculum credit in the Basic Program.  Credit hours are not awarded for duplicate core curriculum training. 


Competitive Bid Law

Description: The competitive bid law is codified at Sections 41-16-50 through 41-16-63, Code of Alabama 1975, and provides that the purchase or lease of materials, equipment, supplies or other personal property, involving $15,000 or more must be competitively bid . This webinar summarizes the major portions of the bid law and incorporates the interpretations and constructions given the law by the courts and the Attorney General.

General Powers of Municipalities

Description: Municipalities are delegated a portion of the sovereign powers of the state for the welfare and protection of their inhabitants and the general public within their jurisdictional areas. All powers, property, and offices of a municipal corporation constitute a public trust to be administered as such within the intent and purposes of the statutes which created them and within the limitations imposed by the state and federal Constitutions. This webinar and successful completion of the test qualifies as a required core curriculum course in the Certified Municipal Official Program (CMO).

Public Works Bidding

Description: All public works projects involving a public expenditure of $50,000 or more must be bid according to the procedures outlined in Title 39 of the Code of Alabama. Section 39-2-1, Code of Alabama 1975, defines public works as: “The construction, repair, renovation, or maintenance of public buildings, structures, sewers, waterworks, roads, bridges, docks, underpasses, and viaducts as well as any other improvement to be constructed, repaired, renovated, or maintained on public property and to paid, in whole or in part, with public funds or with financing to be retired with public funds in the form of lease payments or otherwise.” This webinar and successful completion of the test qualifies as an elective core curriculum course in the Certified Municipal Official Program (CMO).

Council Meeting Procedure

Description: Cities and towns under the mayor-council form of government express themselves through the council, which is their legislative assembly. Rules of procedure are as necessary for a municipal council as they are for the state Legislature or the Congress of the United States. This session provides a detailed overview of the statutory provisions bearing upon the procedure of municipal councils and opinions which have been decided on procedural questions and recommendations for rules to be adopted by councils.

Certified Municipal Official Program

In early 1994, the Executive Committee of the Alabama League of Municipalities unanimously voted to appoint a subcommittee to study the feasibility of establishing a certification program for elected municipal officials. In July 1994, the Executive Committee agreed to the subcommittee's recommendation and approved the League's CMO program. The League's CMO program was the second elected municipal officials training program in the country. 

The Certified Municipal Official Program is voluntary and open to all elected municipal officials. The League conducts a one-day continuing education session at least twice a year at four regional sites. These sessions are for elected municipal officials – mayors and councilmembers – who voluntarily wish to receive formal training in municipal government. Participants earn 5 credit hours by attending these sessions. Credit hours may also be earned by attending other League or National League of Cities conferences or through service on League committees and boards. Outside credit is also awarded for attendance of approved seminars.

Any official who earns 40 credit hours in the program will be awarded the designation of Certified Municipal Official (CMO). Currently, more than 4,000 elected municipal officials are enrolled in this program. There have been 1,171 elected municipal officials to complete the basic 40 hours of training required for the CMO designation. There have been 579 officials to complete their advanced hours.

In response to requests from CMO graduates, an Advanced CMO Program was established in 1998. This program allows elected municipal officials who have achieved the basic CMO designation to obtain additional training. Several seminars are conducted each year for the Advanced CMO Program. Those who have received both their CMO and Advanced CMO designations have the opportunity to obtain the Certified Municipal Official Emeritus designation. The CMO Emeritus is awarded to those who complete a minimum of 120 credit hours of Continuing CMO Education plus 15 points. The CMO Emeritus designation was approved in 2015. Currently, 24 elected municipal officials have completed the requirements for the CMO Emeritus designation.

Graduates of the Advanced CMO and CMO Emeritus program can retain their status by obtaining 20 hours of continuing CMO credit during a three year period.

CMO General Information

Registration forms and payment must be received five (5) calendar days prior to the date of the training session. No on-site registrations will be accepted due to catering requirements. NOTE: All handout materials will be emailed to attendees either just prior to or immediately following the session. Please provide an email address when you register.

Registration is not limited to elected municipal officials. Registration is open to municipal employees who will benefit from the topics covered.

Cancellation Policy

Full refunds of the registration fee will be made if the registrant cancels 15 or more days prior to the meeting for which he or she is registered. If registrant cancels 10 to 15 days prior to the meeting, a refund of 25% of the registration fee will be made. No partial refunds will be made for cancellations made less than ten (10) days prior to the meeting except for approved medical reasons. Substitutes will be allowed. The League reserves the right to cancel any session for which 30 or fewer participants are registered. Registrants for any cancelled session will be assigned to another session at the location of their choice or the registration fee will be refunded at the choice of the registrant.
